EPC C landlords Stockport: cavity walls, HMO fees and grants

EPC C landlords Stockport has a different problem from inner-city landlords. Stockport's homes are mostly semi-detached and detached, so cavity walls often decide the result. The EPC C by 1 October 2030 rule is confirmed policy, not yet law. This page sets out the local data, fees and funding.

Stockport private rented sector: the smallest share, the biggest count
Stockport has a lower private rented share than Rochdale, Tameside, Bury or Trafford, yet more rented households than any of them.
| Measure | Stockport | Source, checked 21 Oct 2026 |
|---|---|---|
| Private rented households, 2021 | 18,192 (14.4%) | GMCA Census 2021 briefing |
| Share in 2011 | 11.4% | ONS Stockport page |
| Rise since 2011 | 3.0 percentage points | ONS Stockport page |
| Owner-occupied share | 73.2% to 71.1% | ONS Stockport page |
| North West private share, 2021 | 19.2% | ONS Stockport page |
So Stockport landlords are a minority in a home-owning borough. That affects tenants' options if a landlord falls short of EPC C. We have not computed a Stockport EPC band spread, because we cannot do so reliably.
Cavity wall insulation Stockport landlords should check first
Area Insights, republishing Census 2021 figures, gives Stockport's household mix. Semi-detached homes are 41.2%, detached 21.7%, terraced 20.9% and flats 13.2%.
Our analysis: homes built from about the 1920s often have cavity walls, and semis fit that pattern. A suitability check comes before any fill. Our cavity wall insulation service explains the check, the process and the funding position.
The 20.9% of terraced homes are more likely to need a wall-type check first. Where the walls are solid, see our solid wall insulation guide.
Stockport HMO licence fee and rules

| Renewal | £1,112 |
| Each room above 5 bedrooms | £38 |
| Variation | £170 per hour, minimum one hour |
| Pre-application advice | £402 |

Stockport landlord grants: how to apply
GMCA itself, not the council, is the delivery partner for Stockport in the area-based Warm Homes: Local Grant. Residents in selected low-income areas are contacted by officers. Other landlords apply under the privately rented scheme.
That scheme pays 100% of eligible costs up to £30,000 on a landlord's first home and 50% up to £15,000 on later ones. Homes must be rated D or E. Landlords also need to back the Good Landlord Charter. GMCA gives no closing date.
Our grants for landlords guide compares this with ECO4, which ends on 31 December 2026.
What EPC C landlords Stockport can learn from national cost data
This is analysis. The English Housing Survey 2024-25 puts the mean cost of reaching C in private rented homes at £7,040, and says 51% of private rented homes already reach C. Those are England figures, not Stockport's.
A Stockport semi with a suitable cavity may sit below the mean. Spend since 1 October 2025 counts toward the £10,000 cap, so early work is not wasted. See the cost cap guide.
