Warm Homes Local Grant eligibility: the quick check
Answer three questions before you start. If any answer is no, the grant is unlikely to fit.
- Is the rented home in Greater Manchester, with an EPC rating of D or E? An F or G needs a registered exemption under the 2015 regulations.
- Does the household living there meet one of the GMCA tenant routes?
- Are you willing to become a supporter of the Good Landlord Charter?
The amounts, measures and routes are set out in our grants for landlords guide. This page covers the claiming process only.
How to apply for warm homes local grant: seven steps
Follow the steps in order. GMCA does not publish timescales for each stage, so we do not quote any.
Step 1: Find your EPC and confirm the rating
Look up the current certificate for the property. Note the band and the date. Homes already rated C or above are outside the privately rented scheme criteria.
Step 2: Become a Good Landlord Charter supporter
GMCA says private landlords must be supporters of the Charter. Joining is free. The first step is showing you meet your legal duties. Our Good Landlord Charter guide has the steps.
Step 3: Confirm the tenant household qualifies
The household must meet one of four routes. Each needs different proof, listed in the table below. Ask your tenant for their agreement before you go further, because the criteria are about their circumstances.
Step 4: Give landlord consent and agree access
The landlord must give permission for the work. The tenant also needs to agree to surveys and installation. Tenants are never asked to pay.
Step 5: Apply on the GMCA Retrofit Portal
Landlords and tenants apply through the GMCA Retrofit Portal at gmca.retrofitportal.org.uk. Questions go to the GMCA retrofit team at retrofit@greatermanchester-ca.gov.uk.
Step 6: Wait for the retrofit assessment
Measures are offered in the order a retrofit assessment recommends, to lift the home towards EPC C. You do not pick from a menu. Gas and oil boilers are not covered.
Step 7: Keep records after the work
Keep every invoice, certificate and photograph. Grant funding counts towards the proposed £10,000 EPC cost cap, so you will need the paperwork later. See how the cap is counted.
Evidence for each tenant route
GMCA lists four routes. This table shows what to gather for each. Ask your tenant what they can share. They are not obliged to.
| Route | What qualifies | Evidence to gather |
|---|---|---|
| Postcode | Home sits in an eligible postcode in the two most deprived income deciles of the 2025 Indices of Multiple Deprivation | The postcode checked against GMCA's list |
| Means-tested benefit | A household member receives Universal Credit, Housing Benefit, Pension Credit, Income Support, income-based JSA or income-related ESA | Proof of the benefit, as the portal requests |
| ECO4 Flex Route 2 | Home rated D to G, and two of six proxies met | Documents for each proxy, such as the latest Council Tax bill |
| Income | Combined gross household income below £36,000 | Income evidence, as the portal requests |
The six proxies include a Council Tax Reduction based on low income, free school meals due to low income, and a local authority referral. Some proxies cannot be combined. Check the GMCA page for the full list and referral forms.
More than one rental: what changes
A landlord's first property can receive up to 100% of the cost. Second and later properties receive 50%, so you pay the rest. Plan the order of your properties with that in mind.
Think about which property to put forward first. A good candidate has a low EPC band and a tenant household that clearly qualifies. The log below shows how the scheme position has moved.

Why applications stall
These are the problems we expect most, based on the scheme rules. They are our advice, not GMCA statistics.
- Applying before the Charter first step is complete.
- A tenant household that does not meet a route on paper.
- A property rated C, or an F or G with no registered exemption.
- Missing proof, such as a benefit letter or Council Tax bill.
- Booking work privately before the grant is confirmed in writing.
Where we fit in
Compliant Lets is a trading name of LAMTANS Holdings Ltd. Retrofit work is delivered by LAMTANS Engineering Ltd, which already delivers grant-funded work in Greater Manchester. Check the registers yourself: TrustMark, RECC, ICO, Gas Safe Register and Simply Certification.
Our adviser tip, from a Retrofit Coordinator: ask your tenant for their consent in writing and file it with your EPC. The grant depends on their household, and a dated record protects both of you if circumstances change.

Frequently asked questions
Can any landlord in Greater Manchester claim?
Only landlords who support the Good Landlord Charter, with an eligible property and tenant household. The home must be rated D or E, or F or G with a registered exemption.
How do I apply?
Apply through the GMCA Retrofit Portal. Landlords and tenants can both apply. Questions go to the GMCA retrofit team by email.
Is the grant still open?
GMCA's scheme page, checked 21 October 2026, gives no closing date and no open or closed status. Check the portal before planning work around it.
Do I pay anything?
Not for your first property if it qualifies, as it can be 100% funded. Second and later properties receive 50%, so you pay the other half. Tenants never pay.
Does my tenant have to agree?
Yes in practice. The household criteria are about their circumstances, and they must agree to surveys and installation. Landlords must also give permission.
How long does it take?
GMCA does not publish timescales for assessment, survey or installation. Allow time, and do not promise a tenant a start date.
Can I choose the measures?
No. Measures follow the retrofit assessment, which recommends them in order. Gas and oil boilers are not covered.
Does the grant count towards the EPC cost cap?
Yes. Warm Homes: Local Grant funding counts towards the proposed £10,000 cap. The cap is confirmed policy, not yet law.
