EPC C landlords Trafford: flats, HMO fees and grant funding

EPC C landlords Trafford manage a borough where renting grew by almost a quarter in a decade and many homes are flats or semis. The EPC C by 1 October 2030 rule is confirmed government policy, not yet law. This page sets out Trafford's rental data, HMO fees, the grant route and how grants interact with the cap.
Last checked 21 October 2026. The 2030 requirement is confirmed policy; no law has passed, and 2027 is the target.

Trafford private rented households: a 23% rise
Trafford Council's own Census 2021 fact sheet, prepared by its Housing Strategy and Growth team in April 2023, says households in private rented accommodation rose 23% between 2011 and 2021. Total dwellings rose only 2%, and social renting fell 7%.
| Measure | Trafford | Source, checked 21 Oct 2026 |
|---|---|---|
| Private rented households, 2021 | 14,744 (15.3%) | GMCA Census 2021 briefing |
| Share in 2011 | 12.7% | ONS Trafford page |
| Rise in share | 2.6 percentage points | ONS Trafford page |
| Social rented share | 16.4% to 15.0% | ONS Trafford page |
| Owner-occupied share | 69.3% to 69.0% | ONS Trafford page |
The share is still below the North West figure of 19.2%. But the count grew fast from a small base. We publish no Trafford EPC band spread, because we cannot compute one reliably.
Trafford flats and conversions: a different stock
Census 2021 figures republished by Area Insights show 43.8% semi-detached (42,193 households), 20.8% terraced, 16.9% flats (16,236), and 15.2% detached. Another 1.9% (1,839 households) live in converted or shared houses, a share that ranks fourth among 25 nearby boroughs.
Our analysis: flats change the plan. A landlord may control the flat but not the roof, walls or communal heating. Freeholder consent can decide what is possible, and a refusal may support a third-party consent exemption of about five years. That is confirmed policy, not yet law.
Semis follow the cavity wall and loft route. Our loft insulation guide covers the second step.
Trafford HMO licence fee: council figures
Trafford Council's application page lists these fees. It does not state the licence length or any selective scheme.
| Fee | Amount |
|---|---|
| Application, up to 6 bedrooms | £1,012, plus £25 per bedroom from the seventh |
| Granting fee | £211 |
| Variation | £331 |
| Pre-licence advice | £435 |

Trafford landlord grants and the cost cap for EPC C landlords Trafford
GMCA, not the council, is listed as the delivery partner for Trafford in the area-based Warm Homes: Local Grant. Landlords can use the privately rented scheme: 100% of costs up to £30,000 for a first home, and 50% up to £15,000 for later ones. Homes must be rated D or E, and the landlord must support the Good Landlord Charter.
GMCA states no closing date. Checked 21 October 2026.
How a grant uses up your cap
This is analysis of confirmed policy, not yet law. Money spent on measures from 1 October 2025 counts toward the £10,000 cap, and so does third-party funding, including Warm Homes: Local Grant and ECO4. Boiler Upgrade Scheme money does not count.
A grant therefore cuts what you pay, yet also uses cap room. Our grants for landlords guide shows the trade-off.
What to ask before you accept funding
Ask which measures the retrofit assessment recommends, what the tenant household must prove, and how the funder records the spend. Keep the paperwork for your cap evidence.
